Internet Policy & Permission Form

Computer and Internet Usage Policy

Welcome to the Oneida County Library's Computer and Internet access service. To maximize availability to these resources, and to insure fair accessibility for all, please read the following guidelines for using computers and for accessing the Internet.

Internet Access and Computer Use Policy

The Library Board of Trustees and the Staff of the Oneida County Library District are committed in providing library patrons with the necessary knowledge they will need for the future. In response to advances in technology and the changing needs of the community, the Oneida County Library endeavors to develop collections, resources, and services that meet the cultural, informational, recreational, and educational needs of the residents of Oneida County.

The Oneida County Library does not monitor and has no control over the information accessed through the Internet and cannot be held responsible for its content. Library users access the Internet at their own discretion and they are solely responsible for any access points they reach.

All Internet resources accessible through the Library are provided equally to all library users. Those who have existing fines due, will not be allowed to use the computers until their fines are paid in full.  Parents or guardians, not the Library or its staff, are responsible for the Internet information selected and/or accessed by their children. Parents are encouraged to supervise their children's Internet sessions. The Library will treat information accessed on the computer as confidential. Requests for disclosure of information will be honored only when required by local, state or federal law. (Idaho Code 9-340).

Internet Traveler's Advisory

The Oneida County Library has no control over the information accessed through the Internet. We cannot be held responsible for its content. As with other library materials, supervision or restriction of a child's access to the Internet is the responsibility of the parent or legal guardian. Users of electronic systems should be further aware that they cannot be secured and are vulnerable to unauthorized access and modification.

Copyright Issues

Materials obtained or copies on this computer network may be subject to copyright laws which govern the making of reproductions of copyrighted works. A work protected by copyright may not be copied without permission of the copyright owner unless the proposed use falls within the definition of Fair Use. Violations of the copyright law may subject you to an action for damages and/or an injunction. Students researching topics for school should be sure to note addresses and network sites for citation in bibliographies.

1. Oneida County Library requires that patrons asking to use the computers and access the Internet have a current library card and be in good standing according to the policies of the library. First time users will be asked to sign an access agreement. Minors must have a parent or legal guardian sign for them. You may reserve a time by calling the library or be signing up at the circulation desk.

2. The library has books available about the Internet and computers. Staff time is limited and they will not be available to offer in-depth training.

3. If you haven't registered for a specific time the computer use will be on a first-come-first-serve basis. A time limit of 30 minutes will apply if other people are waiting to use the computer. When you are advised by the staff that someone else is waiting to use the computers, you will expected to complete your session within ten minutes.

4. If you wish to download your information you can purchase a disk at the library for $1.00 each or bring your own diskette in.

5. WARNING: Install and use a virus detection program on your home system. The Oneida County Library is not responsible for damage to a patron's disk or computer, or for any loss of data, that may occur from patron use of the library's computers.

6. E-mail accounts may be set up but they must be web-based.  We have no private ISP e-mail accounts available for public use.

7. There are no chat services available.

8. The cost of printing will be 10¢ per page if black and white or $1.00 per page if color is used.

9. No food, drink or gum will be allowed in the computer room.

10. Anyone making changes to any of the software or hardware settings may lose their computer privileges permanently.

11. Only the person registered to use the computer should be in the computer room. (More may be allowed at the discretion of the librarian.)
