Malad City Council meeting was held November 15, 2000 at 6:00 p.m. Mayor Spence Horsley presided with Council members Larry Thomas, Ruth Zivkovic, and Joe Thomas present. Tom Jenkins was absent. Also in attendance were Treasurer Terrill Schwartz, Superintendent Sid Hess, Clerk Susan Wittman, Attorney Steve Brooks, Sheriff Jeff Semrad, JaLyn Weeks, Bonnie Bott, and Jeff Richins.
Ruth moved to approve October 11, 2000 minutes as written. Joe seconded the motion. The motion carried.
JaLyn Weeks reported to the council the money raised from fund raisers is planned to replace the swing seats on the older swing set. JaLyn said the playground needs to be completed by December 1. A representative from the Albertson Foundation will be here that day to see it. JaLynn said that the gymnastics program is going well. There will be 7 kids starting to compete in February from Malad. She is hoping to have a meet in Malad in May. They need one more mirror. The registration money will pay for this. They will do another fund raiser in the spring. JaLynn said that she attended the Youth at Risk meeting. In January Carol Fellows from a Pocatello hospital will teach classes to help youth stop smoking and chewing. Adults can also attend. The rock concert made the youth at risk $100.00. The Youth at Risk has changed their name to Community Youth Alliance.
The bids were opened for the surplus equipment. 1955 Fire Truck - Mike Madsen $555.00, Russell Wright $565.00, Joyce Maxfield $1,005.00, Dale Beckstead $500.00. Boom Truck - Dean Hamilton $360.00. Water Truck - John Wittman $405.00.
The bids were awarded to Fire Truck - Joyce Maxfield, Boom Truck - Dean Hamilton, Water Truck - John Wittman.
Sheriff Jeff Semrad told the council that since the stranger danger program put on by the P.T.O. there has been interest in re-establishing the McGruff safe homes program. He has checked into signs and for 500 they are $1.95 each. The Sheriff Dept. would do back ground checks on the people involved.
Jeff said that his department can not enforce the rules at the skate park if it is not an ordinance. The council instructed Attorney Brooks to write an ordinance not allowing motorized vehicles on the greenbelt pathway.
Sheriff Semrad presented the law enforcement agreement between Malad City and Oneida County Sheriff Dept.
Larry moved to approve an agreement to provide law enforcement protection. Joe seconded the motion. The motion carried.
Jeff Richins approached the council about the future plans for the city land around the green belt. The Willie family is interested in planting grass from Paul Colton's to the railroad tracks in memory of Paul Willie. Spence explained to Jeff that the city would like to plant the area in grass but there is no water. The city has talked about planting a hardy field grass and making sure the weeds are keep down. Jeff said that the grass could be water with the sprinkling system for the trees. It was explained that a low volume system is being installed. Jeff said that they have a chance to get a $2,500 grant and need the city to be a sponsor. Jeff was told the water situation needs to be taken care of first before any more grass can be planted.
Ruth informed the council The Dept. of Transportation has reconsidered and decided to fund the city grant application for $25,000 to install a low volume irrigation system for the trees around the green belt. The city match will be $500.00.
Attorney Steve Brooks presented a water and sewer hook-up policy. The council will review it.
Treasurer Terrill Schwartz gave the city financial report.
Joe moved to pay the bills. Larry seconded the motion. The motion carried.
The council went into executive session to discuss a legal matter.
