Malad City Council was held May 12, 1999 at 6:00 p.m. at City Hall. Mayor Spence Horsley presided with council members Larry Thomas, Sandra Hess, Ruth Zivkovic, and Jared Crowther present. Also in attendance were Superintendent Sid Hess, Clerk Susan Wittman, Attorney Stevin Brooks, Building Inspector Robert Brennan, Bonnie Bott, Alan Emes, Rick King, Odell Rice, Kevin Stevens, Ryan Hobley, Jay Brown, Don Hubbard ,Jack Harwell, Amanda McMurtrey, Jennifer Davis, and Dean Marble.
Larry gave the invocation and Scout Troop 456 presented the flag and led the pledge of allegiance.
Larry moved to approve April 14 minutes as written. Sandra seconded the motion. The motion carried.
Ryan Hobley, Utah Power Operations Manager and Kevin Stevens Utah Power Serviceman for Malad told the council that they will be taking some of Bruce Jensen responsibilities with there company. Bruce recently passed away. They explained the recent power outage. The relays failed at the substation in Pleasentview and burned the air brakes. They have put a temporary fix on it. The engineers have looked at this from Salt Lake and they will be doing a lot construction at the substation. Utah Power plans to change the way the volts are ran to the substation with in 2 years. They hope to have the new switches by July. It will taken another outage of up to 4 to 6 hours to fix it. They will let the city and citizens know when this will accure.
Jared asked where the equipment is being stored. Ryan said in Salt Lake. There is a spare transformer at the substation but it takes heavy equipment to install it.
Robert Brennan commented on how he is not impressed with Utah Power, he has lived in many area that the Power Company's are much better.
The council asked about how to get more street lights. Kevin said to review where they are needed and a work order will be done.
Mayor Horsley said that Malad City is grateful for Bruce Jensen and thank you to Utah Power for the tree grant. It was noted that they also gave the Theater Guild a $5,000 grant.
Jack Harwell County Weed Supervisor told the council that there are noxious weed in the city limits. He has seen spotted knapweed and leafy spurge. He said that the land owners need to be notified. Jack invited the council to a weed tour on June 3 they will be leaving from the County Extension Office. Spence & Jack will get together in the morning to put an ad in the paper.
Jay Brown and Don Hubbard approached the council about the sewer for their businesses on 100 West between 600 N. & 700 N. Jay has approached a prior council about this and was told that it would be his expense to hook into the intersection of 600 North. Jay has a bid from Summit Enterprises and for a 6" line it will be $2,300 - 8" $2,500 with manhole. Sid said that city mains are to be 8". They feel that more homes can be put in this area. They asked the council if they buy the pipe will the city install it. The council took this under advisement until the June meeting.
The council declared May 24-28 as city clean up week. The city crew will make special trash pick up this week.
Larry Thomas will be the voting delegate at the AIC Conference June 23-26.
Amanda McMurtrey , Jennifer Davis told the council that they belong to the American Red Cross Youth Service Group. There chapter leader is Karen Nealy from Inkom. Their chapter has 27 members, 8 from Malad. If the city has any service projects they would like to be informed.
Larry reported to the council that the Lions Club said they will work on the sprinkling system tonight. Clair Neal, Lee Pfeiffer, and John Goodman have been doing the work.
Larry submitted to the council bids for the ball diamonds at the city park. Chanshare bid is - sod .12 seeding .05. Davis bid is sod .16 seeding .035. Hydro seeding is .05.
Dee Marble owner of Chanshare Sod Farm told the council that he would like this project. He will guarantee that grass will be ready to be played on by August 1, 1999 for an addition .025. He will ready the ground by spraying it twice and leveling it and will take care of it until August including watering it. If grass doesn't grow in some areas he will lay sod down for no additional cost. Davis Sod Farm will not guarantee their work. The hydro seeding company will also not guarantee their work.
The council agreed that having the guarantee is worth having to pay more.
Sandra moved to accept Chanshare bid of $.075 to seed the ball diamonds at the city park. Ruth seconded the motion. The motion carried.
The city will pay 75% to the total cost up front with the remaining 25% paid at the end.
The council asked Robert Brennan if he had bids for the repair of the city hall roof. He had a bid from last summer from Modern Roofing. The council asked him to advertise for bids for this job.
Superintendent Sid Hess gave his report. He thanked the council for the new back hoe. The crew has been cleaning the shop and tomorrow all of the deep creek sprinkling system should be on. They installed a connector to the sprinkling system at park so Deep Creek Water can be used on the new diamonds. Ruth asked if filters were installed on the system. Sid will find out. The crew has done some patching. They will start on 100 North when the weather breaks. He was told to check with the county to see if they have a cutter to help on this project.
Sandra moved to accept the county zoning for the impact area until the city zoning board has completed this zoning change. Jared seconded the motion. The motion carried.
Attorney Steve Brooks gave his report. He told the council that he has drawn up an easement with Don Evans for the property North of the Library were the drainage pipe will be installed. Don has some concerns about having an agreement to use the property South of the city shop property. The city is storing material there. Steve will get this resolved and have it done in a week. Don also told Steve that the Eagles will repair their roof on the building. He has prepared the letter to the Grit Shop owner Dale Price and it is ready to be signed.
The council were given a written Treasurer report.
Jared reported to the council that the older garbage truck is being repaired by Troy Winn in Preston. New arms were needed for the newer truck.
Ruth reported to the council that she is waiting word on the skate park grant and green belt grants. Yvonne Farrell Idaho Dept. of Recreation gave Ruth a donation of $35.00 for the city park.
Sandra told Sid that the planning and zoning board would like a copy of the sewer map. The zoning board also would like a street light on 400 West. Barbara Thompson met with the board about the addresses on 100 West, South of 90 South. The address are wrong on this street.
Larry moved to give the U.S. Postal Service authorization to make addresses changes on 100 West street. Ruth seconded the motion. The motion carried.
Larry mentioned that the stop sign is gone at by Paul Semrad's home. It needs to be put back up. Sid will get with Sheriff Jeff Semrad on where it should be.
Larry moved to pay the bills. Jared seconded the motion. The motion carried.
