Malad City council was held May 10, 2000 at 6:00 p.m. at City Hall. Mayor Spence Horsley presided with councilmen Joe Thomas, Tom Jenkins and Ruth Zivkovic (arrived at 7:30 p.m.). Also in attendance were Deputy City Clerk Lisa Lewis, Treasurer Terrill Schwartz, Superintendent Sid Hess, Attorney Stevin Brooks Kay Caldwell, Christy Oja, Bonnie Bott, Kevin Stevens, Brent Barker, Sharee Blaisdell, Engineer Wayne Shepherd, Robert Brennan, Sheriff Jeff Semrad

Mayor Horsley gave the invocation and Lisa Lewis led the Pledge of Allegiance.

Kay Caldwell was representing the beautification committee. Kay was there to ask the City Council with clean up on the main street flower beds. We can use the community service workers as long as we provide a supervisor. She asked each one to sign up to supervise so we can get some help with the clean up. Everyone agreed to help. Jess Ward has agreed to spray the morning glory with the city providing the round up.

Utah Power was there represented by Brent Barker and Kevin Stevens to present a grant check for the gymnastics equipment to Christy Oja and Sharee Blaisdell.

Sid Hess reported about the Deep Creek irrigation system. The reservoir is only about 80 % full this year so if we don't conserve now we won't have enough water to make it through the season. It was decided that we will put an ad in the paper asking people not to water between the hours of 11:00 a.m. and 5:00 p.m. we will also send a notice in the water bills. Sid also reported that Deep Creek Irrigation Company gave us the pot at 300 East. Sid said if he ties the pot into the system it will improve the pressure on that end of town. Right now the pressure is very poor. The council told him to go ahead and get that done. He reported that the whole town should be on by Friday.

Sid reported that Chanshare will come in and spray the weeds on the new baseball diamonds.

Sid reported that Dean will be off the rest of the summer.

The council ask Sid to get a bid for gas and Diesel. He said he would put it in the paper.

It was discussed about the trenching work that Westel is doing. We need to have something in writing as to the repair of the trenches, so we make sure they are fixed properly.

The green belt was discussed and was decided to have a public hearing on the Malad City park expansion to get the communities response. The hearing was set for June 1, 2000.

Sheriff Jeff Semrad gave his report.

Engineer Wayne Shepherd reported on the 4-points intersection. It is time to decide on phase 2. It was discussed we might need a flashing light to alert people of the 4 way stop. It was also stated that we need more cost control. Ruth asked if there was any grant money for the project? It was decided that the council will walk the 4-points project the first of next week.

He also reported he has the go ahead from DEQ to do the final testing on the springs. Wayne reported that he will file the final document on the new well for water rights. It was discussed about Jack Williams drainage problem. Wayne stated that we could put in a 12" storm drain and raise the curb 6". The could route the water around the corner of Ryan Ward home and put it into the gutter.

Terrill gave his financial report. He reported that there was an error in paying the audit from the wrong fund and that was corrected.

Robert Brennan discussed that we need to adopt the 97 UBC. He also ask to adopt the 97 ubc fee schedule but Mayor Horsley didn't want to do that. The Council agreed to adopt the 97 UBC.

Tom moved to pay the bills. Joe seconded. Motion passed.

Joe moved to accept the minutes of April 12, 2000 with following change. Page 3, paragraph 4 to read as follows, Steve told the council that after reviewing the zoning ordinance the only authority the planning and zoning has with the green belt is if it qualifies for a special use and it does not apply. The state has that code and we have not adopted it. Tom seconded , the motion passed.
