Malad City Council was held June 14, 2000 at 6:00 p.m. at City Hall. Mayor Spence Horsley presided with council members Larry Thomas, Tom Jenkins, Joe Thomas and Ruth Zivkovic present. Also in attendance were Treasurer Terrill Schwartz, Superintendent Sid Hess, Clerk Susan Wittman, Attorney Stevin Brooks, Engineer Wayne Shepherd, Bonnie Bott, Brent Weaver, Randy Moulding, Don Bailey, Yvonne Jensen, Rita Martin, Bevelene Baker, Tom Palmer, Jay Brown.
Tom moved to accept May 10, 2000 and June 1, 2000 minutes as written. Ruth seconded the motion. The motion carried.
Chamber President Rita thanked the council for the help at the car show. Rita informed the council of the upcoming 4th of July events. They are moving the dance back to Bannock St. in front of Ireland Bank. Deseret Wind, from Logan Utah will be the band preforming. Power will be needed for this. Sid said that he will show Rita the power source by Evans Co-op. New this year is a bed race and pentathlon right before the dance. Rita also mentioned that she would like to get power to the chamber sign on 300 East.
Tom Palmer & Randy Weaver asked the council to hook up to the city water on 100 West. Randy Weaver owns the land South, West and North of Janice Goddard's home. Mayor Horsley explained that there is a possibility the city would allow 2 hook ups South of Janice's home if the city engineer feels there is enough pressure. The city will not expanded any further North with out annexation. Joe explained that the city is working at adding resources. It was also mentioned that David Corbridge drilled a good well.
Yvonne Jensen informed the council of the library intentions of expanding in the next few years. In order to know where the property line is a survey will be needed. Yvonne asked if the city will participate in the survey. Yvonne also asked if the city has approached the Evans family about purchasing their property North of the library. She said that it is awfully muddy in the winter and would be nice to have it black topped. Spence said that yes he has approached the Evans family, and they are not interested at this time in selling the ground but he will ask if the city can put some gravel down.
Yvonne expressed her concern of Dale Price's old Grit Shop store on Bannock St. She understands that a fire was started there. The store is next door to her sons store and feels it is a fire hazard and eye sore. The council will have Attorney Brooks write a letter to Mr. Price.
Sid reported to the council that property owners on the West side of town are letting their MVI ditch water run on the city right of way each week. Attorney Brooks will right them a letter.
Mayor Horlsey said that they are meeting and working out the details to determine the area of impact zone and what ordinances the city would like to have enforced.
Mayor Horsley suggested to the council a way to help residents. Where there is no sewer line the city could put in the line and have those involved pay back the cost in either one lump sum or over payments. Sid told the council that sewer pipe has doubled in price since oil costs have raised. He estimated the pipe cost for 700 feet is $4,000 to $5,000 and 3 manholes would be needed with labor on top of that.
Larry told the council that the batting machine used for the peewee baseball league needs to be replaced. Clair Neal said that a new one should cost about $1,500.00
Joe moved to approve up to $1,600 for a batting machine with Larry Thomas's review and the agreement that all leagues can use the machine. Tom seconded the motion. The motion carried.
The council approved the bid to purchase of 430 feet of 6 feet tall, 9 guage chain link fence for $4,749.00 from Hess Lumber. This will be used for fencing at the new ball diamonds.
Bevelene Baker asked the council for ideas on how to get more senior citizens, who think they are not old enough, to come to the center for meals. She also thanked them for the help the city gives.
Joe moved to approve Ruth as voting delegate at the city confernece. Tom seconded the motion. The motion carried.
Don Bailey, of the Pocatello Cycle Club, reported that the 2nd annual motorcycle rodeo will be held July 22 & 23. Don said that Malad Chamber of Commerce will sponsor a "Show & Shine" motorcycle show on Saturday morning. They will be selling t-shirts at this event. They will also participate in the Samaria parade on July 22. The Search & Rescue will sponsor a breakfast on Sunday morning at the fairgrounds. All the gate receipts go to the fair board.
Sheriff Jeff Semrad told the council that he has been getting complaints from the residents of South apartment about noise and speeding vehicles. They would like a quiet sign put up in this neighborhood. Jeff said that his department is patrolling this more.
Jeff stated that more coordination is needed between his department and the city animal control about the policy of giving warnings. It is his understanding that one warning is given before a ticket is written. He understands that many warnings are being given by the city animal control officer before a ticket is given. He would like him to do the same as the police officers.
Engineer Wayne Shepherd said the bids for 4 Points intersection and the John Williams drainage will be advertised starting tomorrow with bid opening to be held July 12 so the council can approve them. Wayne was asked to have the southside well checked for quality and out put so a decision can be made about the purchase of it. Wayne also told the council that he has filed for the final permitting of the new well.
When asked about the water on 100 West, Wayne said the 2 more homes can go South of Janice Goddard put he would make sure that when they hook up they have the understanding that if the power goes off they are without water.
Terrill mentioned that the city needs to be careful purchasing an old well. There were many lessons learned from purchasing the MVI well on Bannock St. Some times it is cheaper to drill a new well.
Superintendent Sid Hess told the council that the last water sample test on the springs came back bad. He is working with DEQ on this. Sid has looked into getting a bigger lawn mower for the city park. It will cost from about $15,000 to $20,000 for a grasshopper machine. Sid said that he will see if the school would like to contract this work out. Clair will meet with Sid on Friday to go over the sprinkling system at the park. Clair has rented a sod cutter to cut the bases to get ready for the tournament.
Larry mentioned that Tim Burnett is concerned about speeders on 100 North. The council decided to make this street 25 mph since it is steep and narrow.
Treasurer Terrill Schwartz gave his financial report. He will try to get together figures on how the city will be affected with the county getting their own garbage truck.
Steve gave the council a copy , to review, of the ordinance adopting the 1997 Uniform Building Code.
Ruth moved to pay the bills. Joe seconded the motion. The motion carried.
The council went into executive session.
