Malad City Council was held July 12, 2000 at 6:00 p.m. at City Hall. Mayor Spence Horsley presided with council members Larry Thomas, Ruth Zivkovic and Joe Thomas present. Also in attendance were Treasurer Terrill Schwartz, Superintendent Sid Hess, Clerk Susan Wittman, Engineer Wayne Shepherd, Bonnie Bott.

Councilman Joe Thomas gave the invocation and Clerk Susan Wittman led the pledge of allegiance.

Joe moved to approve June 14 minutes with one correction, Page 2 paragraph 4 gauge is misspelled and paragraph 6 conference is misspelled. Larry seconded the motion. The motion carried.

Susan reported that Deep Creek water will be shut off this week. The city has used their shares. The council decided to leave the water restriction as it has been. Water is allowed on odd & even days from 5:00 a.m. to 11:00 a.m. and 5:00 p.m. to 11:oo p.m.

The council discussed the need for more wells and storage. Engineer Wayne Shepherd said the he projects that 2 more wells will be needed. He also suggested putting a storage tank above ground to help the upper pressure area to have water when the power goes out. There is room by the current tank. Terrill suggested using the water right from the MVI well and drill a new well next to it. The council decided to form an ad hoc committee to discuss the options available.

Sid reported to the council the school has agreed to mow the city park and will charge between $75.00 and $100.00 per week.

A list of 6 fire hydrants that are broken was given by the fire dept. Sid said that he will get them fixed.

Larry reported that many volunteers are working on getting the baseball back stop up. The Lions Club has been asked to install the chain link fence. They are trying to get the field ready for the tournament on July 27. The coke machines are under the pavilion waiting for the cement and power to be put in.

Malad City was given the J.A. & Kathryn Albertson Foundation Early Childhood Education Grant. This is for $32,722. This money will pay for purchase play ground equipment and a director to over see the program.

Superintendent Sid Hess reported that they have been busy fixing broken sprinkling lines caused by pressure.

Engineer Wayne Shepherd present the bids for the drainage work at 400 North and 4 Points Intersection. Bids for 400 North were: Bannock Paving $22,093.50 Rupp Trucking $14,851.70. Wayne felt these were to high and the city shouldn't accept them. Bids for 4-Points Intersection were Bannock Paving $87,487.40 Rupp Trucking $79,921.17.

Joe moved to wait to award the bid to Rupp Trucking until they could talk to the County to see if they could do the demolition. This would save the city $18,024.32. Larry seconded the motion. The motion carried.

Wayne also mentioned that Kathy Ray was concerned the deadline is approaching that the green belt grants needs to be completed so the city doesn't loose the money. Ruth will check with the Idaho Parks & Recreation to make sure what the deadline is.

Larry moved to pay the bills. Ruth seconded the motion. The motion carried.

Treasurer Terrill Schwartz gave the monthly financial report. Terrill told the council that the budget needs to be adopted by Sept. 8. The council will hold a budget meeting on August 16.

The council went into executive session.
