Malad City Council was held February 9, 2000 at City Hall. Mayor Spence presided with Council members Larry Thomas, Tom Jenkins, Ruth Zivkovic and Joe Thomas. Also in attendance were Treasurer Terrill Schwartz, Superintendent Sid Hess, Clerk Susan Wittman, Building Inspector Robert Brennan, Sheriff Jeff Semrad, Sharee Blaisdell, Bonnie Bott, Bob Potts, Jess Ward.
Ruth moved to approve January 12, 2000 and February 2, 2000 minutes as written. Larry seconded the motion. The motion carried.
The public hearing for the proposed annexation of property South of the city limits on 100 West was called to order. Mayor asked if there are any comments from the floor about this proposal. Jess Ward asked about how many feet from the front to the back of his lot would be taken. He was told 100 feet. Bob Potts said that he is in favor of the annexation.
Tom moved to accept the annexation as proposed. Joe seconded the motion. Roll was called. Ayes: Larry, Tom, Ruth and Joe. Nays: none. The motion carried.
Joe moved to appoint Sandra Hess to the planning & zoning board. Ruth seconded the motion. The motion carried.
The council approved the agreement with Coca-Cola for 2 electronic score boards. This agreement is for 10 years. The city agrees to allow 2 vending machines at each park. Coke will stock the machines and the city will receive 10% commission from the sales.
Mayor Horsley stated that a 9- member committee will be meeting to discuss the issues of the impact area of the city.
Sheriff Jeff Semrad reported of the personnel changes in his dept. Patsy Sherman has replaced Mike Henry as a patrolman and Marty Andersen is a full-time dispatcher. Jeff said that his department has taken over the community service workers' program. Justin Schwartz is in charge of this. If the city wants community service workers, the city will need a written request as well as a supervisor the workers. Jeff said that he has not been told when the school wants to meet about the resource officer program and the cop in school grant. Jeff said that he attended a meeting about implementing a program for department surveys. The surveys are sent out to12 individuals a month who are victims or offenders. The survey ask how they felt they were treated. This will help him on improving his department.
Building Inspector Robert Brennan reported that he attended a workshop sponsored by FEMA about flood zones. Beginning in October, buildings constructed in flood zones will have to be certified by a civil engineer. Robert said that it appears the Darrell Tripp home is outside the flood zone on 100 West.
Superintendent Sid Hess told the council they have done some patching. They changed the signs at the intersection at 300 West and 700 North. The yield signs are on 700 North.
Treasurer Terrill Schwartz gave the city financial report.
Ruth moved to pay the bills. Larry seconded the motion. The motion carried.
Ruth reported to the council that the city has been designated Tree City U.S.A.. Ruth also reported the happenings at the Youth at Risk meeting. A phonics class will be taught and adults are welcome. A scout troop will be organized that is not church affiliated .
Tom told the council at the last zoning meeting there was not a quorum. The council needs to approve the Darrell Tripp building permit at 320 S. 100 W. and Gary Baldwin variance at 461 N. 300 W.
Tom moved to approve the Darrell Tripp building permit at 320 S. 100 W. Joe seconded the motion. The motion carried.
Tom moved to grant a variance to build a shed within 8 feet of his South property line at 461 N. 300 W. Larry seconded the motion. The motion carried.
