A city council workshop was held on February 2, 1999. Mayor Spence Horsley presided with council members Larry Thomas, Tom Jenkins, Joe Thomas. Ruth Zivkovic was absent. Also in attendance were Superintendent Sid Hess, Engineer Wayne Shepherd, Clerk Susan Wittman, Attorney Stevin Brooks.

Spence presented to the council a copy of the Idaho Code Title 67 Chapter 65 . This is to do with areas of city impact. Spence told the council that the city needs to adopt how far they want to consider to be the impact area. The city can have up to 1 mile. This needs to be done by ordinance. The statute calls for a board of 3 city officials, 3 county officials and 3 city or county resident. This board will decide requirements of the impact area.  Spence, Joe and Tom will represent the city on this board. Some things that are a concern are well head protections and right of way widths.

The council also reviewed the sewer map of the city.
