Malad City Council was held August 9, 2000 at 6:00 p.m. at City Hall. Mayor Spence Horsley presided with council members Larry Thomas, Tom Jenkins, Ruth Zivkovic, Joe Thomas present. Also in attendance were Superintendent Sid Hess, Clerk Susan Wittman, Attorney Steve Brooks, Engineer Wayne Shepherd, Sheriff Jeff Semrad., Building Inspector Robert Brennan, Kathy Selee, JaLynn Weeks, Paula Brennan, Jess Ward, Denny Schwartz, Mr & Mrs. Wayne Tilley, and Bonnie Bott.
Ruth gave the invocation and Susan led the pledge of allegiance.
Larry moved to approve July 12 minutes as written. Ruth seconded the motion. The motion carried.
Kathy Selee updated the council on the Albertson Foundation grant. JaLynn Weeks was hired as the director. Kathy & JaLynn went to Boise for training. Kathy presented the equipment that the volunteer group has selected. Kathy told the council that the foundation will be evaluating this program since they normally give grants to pre-schools.
Tom moved to approve the equipment selected by the volunteer group. Larry seconded the motion. The motion carried.
Denny Schwartz, beautification committee spokes person, told the council that Utah Power has give a $2,000.00 grant to install trees and sprinkling. Denny requested that the city have the trenching done and they will use the pipe that is in the city yard. The trees will be put around the South ball diamonds. Denny said that he asked Thiokol for help. They suggested they could do bleachers. The new owners of Thiokol would like to donate trees. Denny asked if the sprinkling system is adequate to water the ball diamonds and Sid said yes when he gets it fixed. Jess Ward said that 17 trees have been damaged by the lawn mower.
Tom said that the property line pins have been taken out by the equipment on Rick Prestwhich, Ray Brown, and Paul Colton property on Bush Ave. Sid said that he will take care of this.
Denny said that the trees on the parkway on South Main St. are full of webs. He will talk to the property owners and get some ideas if they want to keep the trees or replace them with better trees.
Ruth invited the council to the Skate Park ribbon cutting August 14 at 5:00 p.m.
The 1955 fire truck will be advertised for sale by bid.
Tom Jenkins reported that the last planning & zoning meeting there was not a quorm and the council will have to approve the permits.
Tom moved to approve the building permit submitted by Malad Valley Clinic / Dr. Stephen Johnson for a new sign. Joe seconded the motion.
Joe moved to approve the building permit submitted by Mike Hess for a new home. Larry seconded the motion. The motion carried.
Jim Muffet, Gary Earl, and Rich Redman from Albion Telephone Co. at the request of Councilman Thomas explained to the council about the DSL service they are getting ready to offer. ATC has upgraded their switches and invested 3.5 million in new fiber optic cable. They are currently looking for a vendor for their DSL system and are hoping to get it started by the 1st of the year. They will be offering modems.
Spence updated the council about the impact area. The committee has been meeting and is going to have a ½ mile impact zone around the city.
Mr. & Mrs. Wayne Tilley were at the meeting asking if the city is looking for other water sources. They were told that the city is looking at buying a well on Depot Street.
A budget workshop will be held August 16 at 7:00 p.m.
Larry reported that the baseball tournament was held on the new diamonds. Larry said that Clair would like to get the South diamond back stop up before October. Larry asked Sid if the crew could help with this. Sid said that he didn't know if they would have time.
Sheriff Jeff Semrad reported the North bound 30 mph speed limit on South Main St. is missing. Jeff reminded the council to support the fair this week. The sheriff office has a booth. Jeff said that the youth at risk committee asked if his department has funds for skating helmets and he said no. Jeff said that striping needs to be done on South Main and cross walks painted. The school speed limit signs will be left up all year.
Mayor Horsley asked Robert why he wants the city to adopt appendixes to the uniform building code that the state didn't adopt. Robert said that one appendix has to do with sound proofing walls and the other one is for high wind standards for masonry buildings. Robert and Steve will get together about the appendixes.
Engineer Wayne Shepherd showed the council a map of the ½ mile impact area. Wayne said that 4 points will not be done this year. He will talk to the contractor about awarding the bid and have the work done next year. The county will help with the demolition of the road in the spring.
Attorney Brooks and Mayor Horlsey will meet about annexation and Dale Price property.
Joe reported that the county will overlay 600 North road from 1st West to 3rd West and overlay 4th West from 500 North to 700 North. They will chip seal 3rd West from 700 North to city limits.
Sid reported that Dean Hamilton will be back to work tomorrow. They have hooked up 3 homes with water and sewer and will fix the sprinkling system at the park.
Joe moved to pay the bills. Tom seconded the motion. The motion carried.
